Congestion pricing in an noncooperative network like Internet was discussed. In congestion-pricing, the congestion charge replaces usage and quality of service charges. It indicates the level of congestion and user tolerance which the operators can use to decide when to increase network capacity. The cumulus pricing scheme represents a compromise between flat-rate and usage-based pricing in which users pay a subscription fee that includes a base usage amount. Future pricing schemes are expectecd to be based on user perception in which brokers absorb price fluctuations.
